Key provisions* include;
8-year maximum Exploration Period across three phases: 3 years + 2 years + 3 years
Petroleum Operations to commence within 6 months of the Effective Date
Performance Bank Guarantee equal to 25% of total LMS for the entire Minimum Work Programme
Minimum Signature Bonus of US$500,000
Government option to take Profit Petroleum in cash or in kind
Exploration Period may be extended by up to 24 months to complete an Appraisal Programme, subject to the provisions of the MPRA

TO INVESTMENT
The Sri Lanka Licensing Round 2026 follows a structured, transparent process - from registering your interest through to bid evaluation. Here's how it works.
1.
Registration
Interested companies register their interest with the Petroleum Development Authority of Sri Lanka.
2.
Data Room Access & Technical Evaluation
Qualified companies may review the complete technical package through PDASL Data Rooms. Participants again access to the available technical information, including seismic, well and supporting geological datasets.
3.
Bid Preparation
Companies prepare their technical and commercial submissions in accordance with the published Licensing Round Guidelines.
4.
Bid Submission
Prepare and submit your bid in line with the Notice Inviting Bids, the Model Petroleum Resources Agreement, and the Format for Submission of Bids before the published closing date.
5.
Evaluation
PDASL evaluates submissions using transparent and pre-defined criteria.
6.
Award
Successful applications enter negotiations leading to the award of Petroleum Exploration Licenses.
