Ladies and Gentlemen,

The successful development of a new offshore petroleum sector requires not only an attractive investment opportunity, but also the institutional capacity and administrative support to turn opportunity into activity.

The Ministry of Energy is committed to providing that support.

Through the Sri Lanka Licensing Round 2026, the Ministry is working closely with the Petroleum Development Authority of Sri Lanka and relevant Government institutions to ensure effective coordination throughout the process.

For investors, this means clear communication, timely engagement and a coordinated approach across Government as companies evaluate the opportunity, participate in the Licensing Round and, ultimately, progress future exploration activity.

Building Sri Lanka’s upstream sector also presents an important opportunity to develop our own national capabilities.

International investment can bring capital and technical expertise, but it can also create opportunities for knowledge and technology transfer, professional development and greater participation by Sri Lankan people and businesses in the energy sector.

Our ambition is to build that capability over time, enabling Sri Lankan professionals, institutions and companies to develop alongside experienced international partners and creating lasting value for the country.

The Ministry of Energy will continue to work closely with the Petroleum Development Authority and our partners across Government to provide an efficient and supportive environment for investors.
